5 million wastewater expansion on tap for Boerne
Avila Construction is awarded bid
Boerne is getting a new reclaimed water facility for more than $5 million as part of a wastewater-treatment center expansion project.
The facility is needed to keep up with the town’s growing needs, officials noted during an April 14 City Council session.
The council voted 4-0 to award the contract to Avila Construction Group LLC after the company submitted a $5,187,900 bid to build a 600,000-gallon steel reclaimed water-storage tank and a new pump building, improve the existing pump station, add an extra transfer pump and conduct related site upgrades.
The 600,000-gallon ground storage tank “will really help us with peak demands and increases in the reclaim system,” Andrew Wilkinson, Boerne Utilities engineer, told the council.
The project drew eight bids ranging from $5.19 million to $7.64 million after the process opened March 4.
Members on the dais chose the lowest bidder, Avila. The San Antonio general contractor located on the South Side specializes in the water and wastewater markets.
Five of the eight offers came in under a consulting engineer’s estimate of $6.605 million for the project.
A March 25 letter to Boerne officials from Albert Rodriguez, project manager for HDR Engineering, supported Avila Construction’s selection. “Avila … completed projects on time, on budget and with minimal change orders,” Rodriguez said. “There was good communication during their projects.”
Construction is projected to last until February 2027.
City staffers indicated expenditures could rise if there are potential change orders or cost overruns and should not exceed $5.3 million.
Funding comes from the impact-fee fund and capital reserves.
